In Thailand is it only the average income group can afford to rent a good Buddha amulets from temple?

No, usually elder people or even monks give Buddha amulets away as gifts in different occasion in order to give you good blessing i.e. protection, luck , popularity.
In the case of the old and famous Buddha amulet, it may be cost like 1 million baht. Anyhows, it doesn't mean you have money, you can have it. You must make the seller like you enough to let you have it. Hope this helps
