I've seen fictional characters (notably miko) shake these as a joke apparently to ward off spirits. They appear to be folded strips of paper that are attached to the end of a stick.
I've also seen similar folded strips tied to objects like trees and rocks, but I'm not sure if they are the same thing.
I just want to know what these things are called, and a little background information on what they actually are.
