Scroll Riverside

It's either riverside or riverview and all he talks about when I go in there is some parties. is there a quest concerning this or not? It's in cheydinal I believe.
As far as I can tell, there's no quest associated with it, the owner just likes parties. However, there is skooma in the bedroom.
