My Mother has been a reader all her days and has started writing poems a year ago. It turns out that a couple would be wonderful children's books but don't have the money to get it out there! It's about the Polar Bears and deals with the melting Ice. She is very good at these Poems too! She struggles financially but I know children would relate to this book so it seems a shame not to be able to get it out there. Any suggestions would be appreciated.
Sadly, there is no real market for lovely poems written by 78-year-old mothers. You can try submitting the manuscript to different publishers (though most publishers these days do not accept unsolicited manuscripts) and agents.
But the question is, do you want a nicely bound edition of her work? Or do you want her work to be widely available in stores?
If the answer is the latter, than there's nothing you can do but submit and resubmit--and in the interest of full disclosure, probably nothing will come of it.
But if it's the former, I recommend Lulu.com, a self-publishing site that doesn't cheat or lie to the writers--it merely lets you publish bound copies of your work and make it available to friends and family who are interested in owning a copy.
