Japanese Boxwood

I have tried digging it out and weedkiller, but it just keeps coming back. I have to be careful when using weedkillers because of pets. I can't burn it either because its too close to the fences.
You are not going to like the answer to this.
I work on building sites, and the weed is considered a "contaminated" material and has to be disposed of to special waste tips due to it's versatility....
Anyway, to get rid of it you will need to remove the weed to ground level, taking care not to encourage to weed to disperse it's spores, put the weed into plastic bags, and seal them. As I assume you are a private owner speak to your local council, and they should get rid of it for you, particularly if the area you live in has a recycle facility.
Now the nasty bit. The Roots. On a building site, to eliminate the possibility of regrowth we have to excavate the area where the weed grow to a depth of 4m (that's four metres deep, sometimes deeper), because thta's how far the roots can grow, and if you don't get rid of that volume of soil they will grow back.
Digging the ground out can be costly, can be not to bad, depends on access and whether you can get a machine in to dig the soil out. However you then need to get rid of the soil, and unfortunately the soil is considered contaminated, and again as the weeds themselves has to go to a special tip, and that is the expensive part. Guideline price and I live in bristol (UK), will cost £1,000.00 for an 8 wheel lorry. That will take 9m3 of soil out of the ground..
