as far as i know the JW's belive that the only ones with heavenly hope is the 144000 that are call the anoited.

Jesus himself delivered an important discourse to a limited number of persons, all of whom would have had the immediate opportunity to work alongside the apostles and become anointed Christians. In comparison with the millions who would eventually become Christians, this early group would indeed constitute a "little flock".
.. ..(Luke 12:32) Have no fear, little flock, because your Father has approved of giving you the kingdom.
.. ..(John 10:16) And I have other sheep, which are not of this fold; those also I must bring, and they will listen to my voice, and they will become one flock, one shepherd.

Elsewhere, the Scriptures refer to this same “little flock” by such terms as “the faithful and discreet slave” (Mat 24:45), as “anointed” (2 Cor 1:21,22), as the “Israel of God” (Gal 6:16), as the bride of Christ (Rev 21:2), as the 144,000 (Rev 7:4)), and as “the chosen ones” (Mat 24:22,24,31), among others. The Bible book of Revelation also calls them “the first resurrection” and “the beloved city” (while the “other sheep” are called “the rest of the dead” and are depicted as a “camp” around the city; compare Ex 12:37,38).

The Scriptures quite convincingly teach that Jehovah God and Jesus Christ are spirit beings who rule from heaven, so it seems rather straightforward that their government could be referred to as a "heavenly government" or as a "kingdom of heaven".

.. ..(1 Peter 3:22) He is at God’s right hand, for [Jesus] went his way to heaven; and angels and authorities and powers were made subject to him.

Similarly today, humans speak of an entire country's government using the name of its capital city ("Washington DC", "Moscow", "London"). While some subjects live within a government’s capital, most do not. As the Builder of His governmental “city”, God purposed to establish Christ as the chief cornerstone, the apostles as additional foundation stones, and then the rest of the limited number of anointed kingdom administrators. Once that was well along, the gathering of those with an earthly hope could begin.

Note that back there during the first century of our Common Era, Jesus referred to the gathering of the "other sheep" as yet-future ("...I must bring...", "...they will listen...", "...they will become...").

Thus, it seems unsurprising and quite logical to recognize that God and Christ do not intend an unlimited number of governmental administrators for their Kingdom government. The Bible consistently refers to those anointed for kingdom service as a limited number with specific assignments. Who do kings govern if not subjects? For whom do priests administer, if not subjects? Who do judges judge, if not subjects?
.. .. (Revelation 1:6; 20:4) .[Jesus] made us [anointed Christians] to be a kingdom, priests to his God and Father. …And I saw thrones, and there were those who sat down on them, and power of judging was given them.

While a limited number of humans will have been resurrected to heaven to share in ruling over mankind, the vast majority (literally more than 99.9%) of Jehovah's Witnesses humbly expect to be those subjects, having the EARTHLY hope that humankind was created with and which was communicated quite plainly to Adam and Eve.

It seems impossible to ignore that the Scriptures are full of references to this earthly hope.
